No one can really say whether moving on is better that making up after a break up and vice versa. The thing is, each of these moves has its factors that can help you decide whether to move on or make up.
People are always in haste especially when it comes to decision-making. In the case of a breakup, time and distance is is important in order to weigh things and think over. Being too emotional can make matters worse rather than iron the conflicts out. While there is some sense of urgency when your heart is breaking there’s no way you’re in any real condition to fix things in the middle of a total heart melt down. But not all relationships can be saved, and not all of them are worth saving. Going over the root of the problem is way-better in order to know what action should be best applied to repair the damage.

The willingness to save the relationship by working hard can really make a difference. But if the case is you are the only one who works hard to save it, forget it. It will not do you good, after all.
